Taxing Separate Time Records

We are currently using the "process group" to allow separate taxation for multiple time records.  However we have discovered that by processing this way the system also treats the time records separately for garnishment purposes.

For example: An employee is being paid retro pay of $500 and a salary of $1,000.  We want to tax the retro pay separately. We use a process group code telling the system to tax it separately and it does.  But if this person has a garnishment, the system doesn't look at the combined wages of $1,500.  Therefore we are under withholding the amount for the garnishment.

Does anyone have a way to work around this issue?

This might not be the long-term solution, but what about doing the retro as a manual check in a separate run?
