Websphere 7.0 console won't launch

    I'm working on a previously installed Websphere 7.0.x instance on a Win2008R2 box. The Websphere was installed by another party years ago for LBI. It was working until servers were moved to another center. Server/computer/FQDN was not changed. IP address was changed but that should not affect anything since WAS was installed using the servername/computer name, not the IP address. WAS was installed as a stand alone installation which means there isn't a Dmgr profile.

     Websphere admin console and LBI won't launch. IE 8 is being used. Tried it on IE 9 too.

    http://localhost:9060/ibm/console  won't launch. "Internet Explorer can't display the web page". I've tried the complete server URL for Admin console too.

    Tried ports 9060, 9080, etc. They are open and are working. (I can use them in IIS).Tried rebooting server, 

    The WAS server log doesn't indicate where the problem is. I've checked security on IE, protected mode, Trusted Sites, etc. Internet pages do work.

    I don't want to reinstall or redeploy anything....

      even though the server/FQDN was used, WAS embeds the IP address all over the place.
      I once looked at creating scripts to update it, and found it much easier to reinstall it

        True, but there are other servers with WAS that were also moved. Same host/name but different IP's. Their WAS instances came up fine without reinstalling.
