IRS Lock-In Letter (PR14.2 vs PR13)

    We found that when we add a lock-in letter for an employee on PR14.2, it changes the # of exemptions on PR13.  And if we change the exemptions on PR13, it updated the value on PR14.2.

    My belief is that we should be able to have an employee whose lock-in letter specifies 10 exemptions, submit a W-4 for 6 exemptions and be in compliance.

    What am I missing that is making Infor force the exemptions on PR13 and PR14.2 match?
