IOS: 8.0.3.6
When enrolling in benefits we are getting the "Mid-Year Cycles do not exist error" for our Health Care Reimbursement plans. We have entered the pay period dates, pay plans in the cycles.htm file.
Also we are just doing New Hire enrollment. On the BS01 screen we have:
Rule Type = N
Group Name (blank)
Cost Divisor = P (Pay Frequency)
Immediate Update = N
Display Flex Dollars = N
The Annual Enrollment area is left blank.
We have the same parameters for Rule Type = F (Family Status Changes).
Help... anyone with any ideas???

Double, triple, and quadruple-check the cycles.htm file.
It's usually something like a missing comma, or not having the dates set up correctly.

I am having the same problem with the same plans and I checked the Cycles.htm file and it looks correct.
