"You cannot transfer directly to this form" error - any ideas?

We use LAUA, and just upgraded from 8.0.3 apps to 9.0.1.3. (env is now 9.0.1.8), and so far we've had very few issues. However, I am unable to resolve one issue. I have a security class that has limited access to just a few screens. We have a problem that where the users in this class alone, are unable to access the PA16 form.
When they do, they get this message:
PA16.1: You cannot transfer directly to this form...
Every other class that has access to PA16 (and there are many) does not get the error. The error does not occur in LID, only in portal. There are only two users in this class, and there have been no changes in security during the upgrade. I have recompiled, restarted services, rebuilt the security, everything I can think of. I finally posted a case with Lawson, and they are scratching their head over it.
I did make this discovery...I created a shortcut within portal (using the My Shortcuts) and pointed the shortcut to LAWFORM|TKN=PA16.1, and darned if the shortcut doesn't work just fine.
I'm stumped. Any ideas?

Happened to me once many years back in 8.0.3 days. I ended up copying the "not working" class to another class with a different name. Then assigned the new copied class and solved the problem. To this day, i still can't figure out why it didn't work for one class when both were identical.
