Do cycle counts create a transaction in transaction history as reported in IC220?

Yes, I believe they create PI (Physical Inventory) transactions.

Yes and No. Let me explain.
Cycle Counts will only post to transaction history to the Item Transaction History (IC50 / IC220) when there is an adjustment. In other words, if the count quantity does not equal the freeze quantity, then the transaction will be posted to the item transaction history as a PI Adjustment.
If you are wanting to know when an item was last cycle counted, the item's LAST COUNT DATE is saved to the inventory record each time it is counted, regardless of adjustment - you will find this value in the ITEMLOC table in the field "LAST-COUNT-DT"
