                         Budget Global Factors
The Budgeting Global Factors file stores amounts, numbers, factors, or
percentages used to define budget amounts. When a change is made to global
rates, such as inflation, new budget amounts are recalculated.

Rate                 The rate that affects the factor. For
                     example, the inflation rate.
