Unable to create a new Add-In Upload

I am a bit new to the Lawson world & was hoping someone maybe able to lend a little knowledge on this issue we seem to be encountering randonmly with some of our Addin users. We have some individuals that are unable to create a new upload. The are able to to run ones that they previously defined, but seem to encounter an issue when they are trying to create a new upload. I double checked their security settings & they do have this ability. Any thoughts or suggestions would be much appreciated. Thanks

Check the users permissions on C:\Program Files\Lawson Software\Office Add-ins -- if read only, open them up a bit.
