While doing some testing with Dependents in ESS I have noticed that some people do not have the ability to add dependents. Do you know why this might be. At first I thought it was due to the employee having single coverage benefits. But when I changed my test record from having family coverage to single and removed my dependents I still had the ability to add dependents.

Check if the user has the DEPENDENTS bookmark or not in Portal. ESS checks for that before displaying dependent options.
