PTO/LTS Accrual problem

We are having an issue with our PTO & LTS plans retro accuraling when an employee come back from an unpaid LOA or is rehired. The accruals are setup on the cycle based accrual table LP04.2 and are not hours based. When an employee is put on an unpaid LOA there plans are stopped, when they come back and are eligible for the plans all the back accrual is brought back as well.
How can you stop the accruals from pulling in the amounts for the ineligible time?

We are cycle based as well. when they return, we go to their LP31 record and change the Accrual Last to the date of the last accrual cycle. When LP140 runs, it does not retro acrrue for the time.

We are cycle based as well. The employee accrual last date is 5/30 and current processing date is 6/13. We want to create a retroactive transaction for pay period prior to the accrual last date on LP31, that would be 5/16. I noticed if I blank out the acrual last date on LP31, the accrual gets created for 5/16. Howevers, my users do not think this date should be modified manually.  Any feedback would greatly be appreciated.
