EMSS 9.0.1.0 Personnel Actions questions

EMSS 9.0.1.0. I have a few questions:
   1.can we choose/configure to not allow percent on rate of pay Pesonnel actions?
   2.can we require all caps on Pesonnel actions?
   3.on Pesonnel actions after UPDATE the screen does not clear or return to start, it remains on the PA and the users constantly update again and are confused. How can I make it clear the entry or better yet, return to the inital screen like it does when the CANCEL button is selected
