What is this file used for? It looks like the 508 files have the token, field number (from the xml), field name, current label and new label.

I can't find any documentation on this type of file.

Those files are used by browser screen readers for visually impaired (the "508" is the section number referred to in the legal requirements) https://en.wikipedia.org/...litation_Act_of_1973
