Is there a way to write a rule, that looks up a company group and checks the companies attached to compare in value to COMPANY CONTROL? Example...GL95 allows the usage of company groups, but if a company exists in that group that the user would not have access to, how would a rule be able to be written to prevent that user access?

Brian, you can potentially secure company group on GL95 using an element/element group, and then leverage Company Control and/or getDBField() functions, but it seriously a lot of work. You need to secure all of the forms that open from GL95 (GL96/GL98, etc.).
