Does anyone know if there is a way to "turn on" a system control that will not allow GL 199 to close a period for a company if there is a balance in error suspense?

There is no standard functionality to stop closing Gl. It should be part of the month end process prior to closing, by having this on your balance sheet, there should be an out of balance condition prior to closing. You can open the system for backposting and correct as long as it is not in final close.

The only thing that I would add to this, is that unposted journals prevent the GL199 from closing a period.  If the Error/Suspense entries were not posted, then the GL199 could not proceed to close .  Opening the system for backposting is a good tool.
