Encumber Salaries (public sector)

I am looking for the most effeceint means to encumber salaries for public sector employees to manage the budget. Any guidance would be appreciated.

Salary encumbrances are set for each employee on Grant Management (HR11.3). If you choose Yes in the Salary Encumbrance field, the employee’s labor distribution records are eligible for salary encumbrances during Salary Encumbrance Processing (GM110).

The salary encumbrance would be reversed and replaced by actuals when PR is run. You track the total salary & encumbrance in AC & GM.

There is also an encumbrance program in the payroll suite (probably release 9.0 and up), I don't know the token number, but I'm sure that if you search on the word encumbrance, it should list.
