S3 Employee Group Build & Wildcard

Is there a wildcard I can use in my employee group build? I need to capture all employees who reside in Departments (5 numbers in length) that start with a 7 and end with a 1. I thought I could try 7%%%%1, but I don't want to pick up 70002 or 80001, for example.

I don't think there's any way to do that except to do includes / excludes.
You could use an excel upload to populate the criteria.
