Any ideas on how to run a Lawson utility from a
windows batch file?

It should work fine as long as the environment variables & PATH are all correct. I have worked with many clients who use .bat files as well as .sh (remember that Lawson on Windows is also running Unix subsystem!) and Windows scripting host...
