Managing Flows --Release VS Restart

Hello All,   

Have a question that I cannot find no doc on.    When using the Info Rich Client, there is a Release and Restart option available.    I am trying to find out what the Restart option would be used for.    

IE:   If a flow that has multiple nodes ends up failing for some reason, and goes to failed status,  Will the restart pick up at the failed point or does it go back and execute the flow from the beginning?

I haven't seen any documentation on this, but here's what I've found.
1. you can't restart an Action Request work unit...they can only be "released"
2. "restart" is for any non Action Request work unit, and will restart the work unit from the top.
3. I haven't seen a way to restart ("resume" in PFI) from a specific node...but i'm usually restarting a work unit with a new flow version anyway...so I want it to run from the top.

I have been testing a new flow on our test server.  You can restart a flow in a UA node if you tell it 'failed' and save it.  Then restart it.
