An Administrator in our company had created a report from the resources list. She made it public so that all the different agencies could view the report but she wants it to be secured so that the agency users only see the information pertaining to thier agency or OrgUnit. Is it possible to filter this data?

Yes - You'd need to make a number of security configurations.
When we developed a report, if we release it into the wild the end user can only see the fields that are not restricted in security based on their role.
This is kind of a cumbersome way to manage that due to all the specific fields you will have to restrict within security, but it would be the best way (that I know of) to not have to release reports on an individual basis to
end users.
You will need to create a lot of custom security policies for this and manage their place in the roles.... all I can say on that is that you will want to document that like crazy for the sake of your security people.
Since you will be basing your restrictions on their OrgUnit, this makes it a little more straight-forward.
