I can access jobdef from the LID as lawson, but need to be able to update the job definitions for other users.
We are in the middle of a conversion and need to change the CSV file parms for various end-user conversion jobs.
Is there something special I need to do? Is there an "admin mode" to LID that I should know about?

There is an admin mode. I know John Henley posted some specifics, but since I'm not sure where that post is, I'll post what I recall:
You had to grant access to pgmdef to access lapm, which I think is preventing what you're trying to accomplish.
I'm not sure if this is the best method, as I'm not looking at a 10 system right now, but I can over the weekend, when I finish up some landmark work I'm involved in.

Lawson refers to it as "developer mode", which is enabled by granting access to pgmdef in Lawson security; that's what allows a user to run lapm in LID in v10, and therefore bypasses all security, since LAUA security no longer exists in v10. Note that "developer mode" and access to pgmdef has no affect on job creation in jobdef (i.e. you can define a job in jobdef including changing the parameters associated with a job step without having access to pgmdef/developer mode.
However, what you're trying to do is different, if I understand what you're saying. You're trying to use jobdef to change an existing job's parameters, specifically the CSV file parameters. If you don't have access to that, you need access to 'csvdef' in the ENV profile. I think in a default installation, it is only included in the 'AllENVAccess' class. (It ideally should probably also be in the 'JobSchdUtils' since that's where jobdef is...)
