Pricing defaults in mobile supply

We are getting an error on the par count sheet after using the handhedl that says unit cost required?   
Can anyone give me the pricing hierarchy?  It does not seem to be pulling from the last price paid at the IC12 location because there is a price there.  But there is not a last price paid at the par location.  And there is no contract at this time.
