Portal Home Page and Bookmark Updates

We changed the Home page on the general tab for one of our portal roles to a DotNetNuke "dashboard" view and removed all of the checks except for "Allow use of My Shortcuts" on the general tab. 

I want to push some bookmarks out to this portal role. I disabled the Update_Prompt in portalconfig and put the appropriate locks on the bookmarks, but the bookmarks are not loading unless I change their portal role to another *.xml not using the DotNetNuke.  If I open the use of Menus, the bookmars show when the content is reviewed and will then update properly.

When the Update_Prompt was enabled, it still didn't show up for the DotNetNuke people.  Any ideas for a work around?
