Resource standard cost and billing rates can be established globally or can be
overridden by activity.  This  file  maintains resource rates by activity.
This file is updated by AC18  (Assigned Resource Rates). This file maintains
the header information including activity group, activity, resource type,
resource company and resoure.  The detail file ACACRESRTX file maintains the
cost and bill rates by effective date and currency.
