Expired Credential Notification not processing

    GHR v11

    We are attempting to send expiring credential notifications from GHR Utilities (not from a ProcessFlow), but the email notification recipient (employee/resource) is not receiving them.  It appears that a process is not running.

    Steps we took:
    1. Create credential with "Send Notification 60 Days prior to expiration of credential".
    2. Add credential to the resource where the expiration date has already passed.
    3. Trigger the notification - tried both immediate and scheduled.  
    Administrator > Utilities > Create Notifications > Expiring Credentials
    Filled out the form and selected both OK, and separately: Schedule.
    When scheduled, we set up the schedule to send an adminstrator notification upon completion of the schedule.  That notification was received confirming that the schedule ran successfully.  But it seems like it did not find and process the expired credentials.

    Neither update changed the employee/resource record.  No email was received by the employee/resource.
    Administrator > Resources > Resources > Talent Profile > Credential
    The "Expiration Notice Sent -" does not appear to be populated.

    Both the Resource record and the Actor record have valid email addresses.

    Any idea what we are missing?  Point me the correct manual or config guide?

    The Expired Credentials notification appears to process for 'Essential' credentials only.
