PD10.3 upload?

Hello,
We have Excel add-in uploads for user setup in PD10.1 and PD10.2, but PD10.3 seems to allude us, probably because you can only get to PD10.3 via PD10.2. However, in the UWF maker, PD10.3 is a choice. So, I was wondering if anyone out there has been able to defeat the system on this? The PD10.3 setup is the most cumbersome and an upload would be very beneficial. Thanks.
