What table has the EEO Category descriptions? i.e. EEO Category 20 is "Professionals". What table can I query to find "Professionals" - and the rest of the descriptions, of course.

Huh. I guess this is the answer:
The data can be found in the HR06.scr (the form of Job Code (HR06.1)), but it is not held in a database table. The descriptions are stored in dbdef for JOBCODE. You can look at the EEO Category, and it gives you a value list.
