What is the general approach taken to the situation when a Manager is out and someone needs to be able to access his/her employees for transactions?

Our guideline is for the managers supervisor (ie: District manager) to take on these tasks as they should be able to see all the direct reports of their employees. I have heard of instances where a manager leaves his or her password with the covering manager however we do not encourage this as it is a violation of company policy.
