If the only time record an employee has is an inputed income (Excess Life) record should a voucher still be created?

Timerecords are processed if they are "C"urrent or "P"rocessed based on the PR140 "Through Date" & parameters.
You can use PR139 to look for any occurrences where there are only certain Pay Codes (Like GTL) and the time records will be moved back to a "F"uture status.  This prevents the zero net pay, and throwing SS & Medicare into an out-of balance situation.  If the employee is on a leave and never returns, when you try to term them, you will get a warning that time records exist.  At that point, you will need to make a decision on how to proceed.

Thanks. I'm not sure why the PR139 didn't pick this up but maybe payroll changed their normal setup.
