Ragu, thanks but changing the "Under penalties of perjury, ..." statement in W4.htm changed the message on the Federal W4 form. I'm trying to change the small pop up window that shows up after an employee would click on the Federal W4 forms "Continue" button. It doesn't appear to be in the W4.htm, do you know where that codes is?

Ragu, Thanks for your help.  I added a new title into the essmsgs.xml to display a "NOTE: ..." message.  And added code to the w4.htm to print this note below the user selections.  Looks good now.  Thanks again.
