You can do html if 9.x Designer. Include the tags and put a check on HTML in the email node.

A good solution for "branding" your process flow emails is to create one CSS (style sheet) file on your server and then pick it up with a file access node right before your flow decides to send an email... Using the HTML checkbox in your email and the style tag you can make some impressive looking emails that everyone in your company will know came from your system.
I have a style sheet for general associate communication and one for comp/benefits.
