Button missing on from W2 jobs

If the user go to PR297 and click on job scheduler then go to related forms at the upper right and select the multi-step job definition. This is where user select the form to enter parameters. User has to exit out of the form each step for each of the 8 steps they create. User says should be able to select job scheduler from the step from without going back and forth from CER1001 and other various PR jobs.

Any help would be greatly appreciated. thanks Lynda
