Portal Subscription/Bookmark Position Locking (8.x)

As with most companies that have ESS and MSS we have special portalroles assigned for when they sign with their ESS/MSS ID. We have obvious situations where an employee was setup as just a ESS user at first and then later promoted and becomes an MSS user. When this occurs the new portalrole assigned to MSS users forces the layout and subscription lock of Manager Self Services to their side nav bar.

Our question is this, is there a way to force the order in which the subscriptions appear in the left nav bar IF we have removed their ability to access the "Preferences - Content" menu. We would like to essentially say MSS should always be first if present and then ESS. If MSS not present ESS can be first.
