The XML Could not be Parsed - i series 9.0.1.9

Applied 9.0.1.9 to our development product line a couple weeks back, everything appears to be okay except Portal. Upon inquire In portal we are getting the message "The XML could not be Parsed"  We have applied websphere fix pack to get us to the latest (.21) and we have verified that the required java components are installed. ('required' per the Lawson 9.0.1.9 install guide) 

Has anybody run into this type of error before and if so, any recommendations/ideas on what to check in order to correct this issue?
