Has anyone found a way to keep Finance and Supply Chain users from accessing ESS forms from the search box? Forms like the HR11, PR12, etc.

Are you referring to ESS or HR/PR forms...which are 2 different things??

if you want to keep them out of HR/PR forms, then assign the users to a "supply chain" security class, which only gives them access to the PO/RQ/etc forms they need.
OR
remove the search box from their user xml and create bookmarks for the PO/RQ screens they DO need.
