We are leaving Lawson, need to stepwise disable access. LSF9. We have over 160 roles administered over 15 years, over 10k EEs, not sure how consistent administration has been. ESS/MSS/All Lawson applications. Several groups need continued access, then no update at all. Any suggestions / strategies on doing this? I am not the admin. Our security resources rely on pre-established procedures, not necessarily deep LSF Security knowledge.

If you have IPA you could create a flow that would remove all roles for employees and then run another flow to add in a new role that only gives them read only access. Of course you would want to keep access for Lawson and other Admins the same and you would have to figure out what employee groups still need access. I wonder if you could do something at the DB level that would only allow read only access. That would also affect your Admins.
