Is there a way to disable the refresh button on the crystal Report viewer launched from LBI Reporting Services?

Unfortunately there is no easy way to do this. Lawson is using the crystal Java API. In order to change the viewer you would have to modify the LBI code which is undocumented and any updates to the code wouoldnt be supported in future upgrades.

I think your best bet is to only allow the uses to run the report as a static output like pdf, doc or csv.
