I have a manager in our Pathology department who wants to see all reqs/PO's for the departments under her budget.

Is there such a report in Lawson?

Try the MM280 report. It's in lawson core so you'll want to limit accesss but you can choose the cost center that you need, PO only, IC, only, add in AP charges or all of the above.you are looking for
