Remove list button on right side

Does anyone know how to remove the button on the far right hand side of the screen. It is a redundant button and just a listing of the buttons to the left. My users want it removed because it adds confusion but I am unable to successfully remove since I cannot seem to access it.

Screen shot below, in this example it says "Inquire" (far right hand list button)

Your best option is to set the Default Form Action in the form Custom properties to an option like Relase that is not available unless you use the Special Actions button on the left. That way your users will think you have done them a favor.
