Mass changing benefits

For hundreds of records (not all), I need to change the 403 contributions (DC Plan) from zero to 3%.  I've tested using a BNBATCH file and running the BN531 but I keep getting "Cannot enter amount or percent for zero contribution. 

[1] Does anyone have an addin template for changing benefits and
[2] What are your recommendations on how I can either change the existing 403 zero contribution records to 3% or delete and re-add in a mass way?  Thanks!
