Why would account created on a domain controller in the same Active Directory domain, but separate AD site not show up in LID? This does not happen all of the time. The user is set with Check LS no, and is able to access the portal and navigate, but does not show up in lid.
The username is only 17 characters long, including the domain and /. I have attempted laua -a at the command line also.

Did you add the OS\Environment identity for the user(s)? A user who is to show up in LID/LAUA must have an OS\Environment identity. Then after that is done, you've got to add the user to the user group (usergrpdef).
