Suppress distribution of Crystal report through LBI?

I have published a Crystal report to LBI that shows overtime paid, grouped by department, and burst (emailed as an attachment) on a weekly schedule to the head of each department so that the department head only sees their department on the report. Occasionally a department has no overtime for the period, but the report is still distributed to the department head with the page headers and no detail (a blank report with the headers at the top). I have tried to find a way to suppress the distribution of blank reports, but so far nothing I have tried has been successful. I have looked through this forum, Googled possible solutions, and tested several possibilities.

Can the distribution of a burst Crystal report be suppressed if there is no content in the report for the recipient?

Question, have you tried publishing the report without the bursting option to see if there are blank pages?

If there are blank pages in the whole report, perhaps the Crystal report itself needs to be modified to suppress the pages with no detail.

      Just an idea.

As far as I know, this cannot be done with LBI and Crystal (yet)... I've put in an enhancement request a long time ago to give us this ability in LBI but I haven't heard anything for a while on this.
I believe this was even brought up at Inforum.

Georgette: I followed your suggestion (thank you) and published the report without bursting, but there are no blank pages. From that standpoint the report seems to do what it's supposed to.

Greg: Rats... It seems like it should be possible.

My other dilemma is that our payroll schedule is biweekly, but there is no biweekly scheduling option in LBI, so I have the report scheduled to run weekly. So all of the recipients receive an empty report on the payroll off weeks with a disclaimer in the email that goes out to them. I haven't figured out how to schedule a report to run biweekly through LBI. I was hoping to be able to suppress distribution to recipients when the detail portion of their report is blank. Since this doesn't appear to be possible, do you have any ideas on how to achieve a biweekly (every other Monday) distribution schedule?
